if she really is uncomfortable then she will be relieved that youre not doin anything more. but if you're misinterpreting her feelings as frustration, then do something soon.
it totally depends on what age you are and what your circumstances are. if you truly feel uncomfortable doing anything more with her then i would suggest sitting down and asking yourself some serious questions like 'is she really the one for me' and make sure you're not in the relationship for the wrong reasons.
if you do truly love each other then there is no reason that the relationship cant go futher. why not try creating a romantic atmosphere that will relax the both of you and let a kiss happen naturally. the more that you stress over this, the more uncomfortable it will be and she will be able to sense that. also, if you have been going out for this long, why not try just talking to her about your feelings, girls appreciate honesty.

She may be waiting for a passionate kiss as well. I'm a pretty shy person when it comes to this stage. Let me share my experience and see whether it helps you. Before anything ever happen for me and a guy, I'd usually imagine what its like. And when we are together, I do look forward to the happening but I'll just wait for him to initiate. when it doesn't..I feel a little disappointed but would look forward to next meeting in hope that things might happen.
If possible, try not to pop that question, "Can i kiss you?" things like that, if she's shy like me i doubt you'll get an afirmation. When the ambience and feeling is right for both of you, you'll know. Alternatively, create a dim-lit environment where both of you would be very close to each other..to the extend of hearing each others' breathings. Hmm then let the moment flow naturally...

I've sort of been in this position before. There isn't much I can say. I felt that the relationship was at a standstill and wasn't going no where because each of us were to afraid. I guess I was always waiting on the guy to make the first real move because I was too shy. I hope that helps some...

If I went out with a boyfriend for a year and he didn't try to touch me, I would honestly assume he was gay. First I would make a move to be sure though. But, I might be assuming you're older than you really are. You should be comfortable around your girlfriend though, age asside!

Go out one evening together and drink something. Some glasses of wine can help you to laugh and get closer to each other. You don't need to be drunk, but a little alcohol can help a lot in this situation.
