As an uncomplicated explanation, you can get sunburnt there, but it takes a lot more effort. Essentially you have a couple of hundred more metres depth of atmosphere, because it is so low. This is enough to filter out the harmful UV spectrum rays.
Sunshine without the harm done by UV is actually very good for the skin, many people go to the dead sea for treatment of skin complaints.
