Add a drop ceiling.

Take note of where you would like the ceiling line to have started and then add a picture rail. Paint above color darker will help bring ceiling height down, but just having two different colors will help visually lower the room's visual height look.

You can get s hooks and hang pictures from your picture rail.

go to this link to see a picture of what I am speaking of. These rooms are victorian, but you can keep a clean look with the decor, and still bring you ceiling height down.

Install suspended ceiling. Different style panels to choose from. Could also install ceiling fan to help push hot air down to floor. You didn't state reason why?

measure off 1/4(of wall height) down from ceiling tape off and paint that section including ceiling one color from that line down another it really works!
