Mid twenties for women and late twenties to early thirties for men. But then again it all depends upon the person too because some people are never ready to get married and it has nothing to do with their age.

There is no really a best age. It is in the maturity of the person. There are 50 years old that could not commit to marriage because he/she wants his/her freedom. There are also 18 years old that could commit and hold on to a monogomous relationship.
