It depends on the part of Istanbul.

In Sultanahmet, the tourist region, essentially 100% do.
In Taksim, the 'downtown', probably 75% of the people you'll meet do.
In some of the suburbs, the numbers go down to about 5% or so.

It doesn't matter much though, most people here are very conversant in sign language and what they call 'Tarzan language' here. Most of the time, someone without a word of Turkish can still get done everything they want. Just remember to speak slowly, use your hands a lot and don't shout on the off-chance that the louder you speak, the more English they'll understand! :)

no, of course.the most of turkish people can't speak english fluently.haven't you know??and i think they don't want to speak other languages.because they don't like to try for hardest subjects.they say why do we have to speak other languages?they must speak our language.this is my opinion
