Seems to me the best system would be a website listing the locations of the cameras. You could use it to plan your trips by noting the approximate locations of the cameras and simply slowing down in those areas.

The AA's done maps listing all the fixed cameras in britain, but i'm afraid i can't help with the best system to get but the angel thingymajig seemed quite good (google it when you find the real name)

I've got an origin b2 which is pretty good but you have to spend more on a second sensor if you want to pick up the stuff they use in the parked vans.
