my dad is physically seeing this women he doesnt spend time with me hes always with this women and it upsets my mum wat can i do

It's none of your business stopping your dad from seeing an other woman. This is between him and your mum.
As far as you're concerned, if you wish to spend more time with your father, all you have to do is talk to him. Just make sure, you'll be available and won't give up on him in order to meet your friends or spend time with your boyfriend.

If you're mother is still married to him, ask her directly to talk to him; if not, you yourself directly ask him to spend more time with you. There is no need to trick him into it, because this is already reality. If you are older than 18, well, forget all abour your mom and dad and start your own journey!

There are several techniques you can try.
Be angry with your dad, it may work.
Ask him directly, it may work.
But the technique most likely to work, is guilt. Try something like "I am doing badly at school, and they say it is because I am not seeing you enough."

is your dad still married to your mother,if so tell him straight,if not and if your older than 16 not much you can do about it.
