No. You must be a United States citizen.

Do I need to be a United States citizen to work for the Central Intelligence Agency?

Yes, you must be a citizen of the United States when you apply to work for the Central Intelligence Agency. The CIA does not assist individuals in applying for US citizenship.

The CIA are recruiting agents of different nationalities. If you will be able to pass all the examinations and trainings, the question of nationality is secondary. There are agents in Russia who are Russian citizens, also in Germany, France, Italy, etc.

Officially no....but there are still over 55 Vietnamese in the CIA.

They are all stationed in the 'outhouse' in Bangkok. Their principle task is to liaise with Laotian 'traders' who supply info to the west re the Shan Army in what was called Burma. (Shan Army are the world second largest suppliers of heroin & similar narcotics)

Believe it or now the CIA is airing recruiting ads on TV. At the end of the ad it says "US citizens only". I assume that includes naturalized citizens.
