My father died 6 days after his birthday of cancer,we knew he would be gone soon and I had to face what to get him for his last birthday,I went threw the photo album and found pictures of us together,I arranged them and with some time put together a poem that followed the pictures,iI arranged them all in a picture frame with the lines of the poem under each picture,it was probably the best gift I had ever given him and it ment the most as well

If he likes gardening and likes his food, buy him a herb bush of some sort.
My suggestion would be Rosemary. It is for remembrance - it has a fantastic aroma and can be used to make the most fantastic sauces, as well as a dressing for lamb.
Small ones are only a couple of quid - and it will be something that every time he sees it, it will remind him of you.
And it grows! With it your feelings for each other will grow.

what about a picture album.. if you have photos of him stick them in a scrape book with little captions underneath..
record all his favourite songs on to a tape or CD and finish with a song or poem from yourself
find cuttings or look on the net of things that happened the day he was born and make a book using the info found

If you have photos of you and your stepdad and you, your mom and stepdad, get copies made and then make him a photo album it will allow him to know how much you feel he means to you and your mom.

what about a home made voucher book. That he can redeam from you. Little things washing the car, cook breakfast & other little gestures that he can enjoy and will definatly know its from the heart
