I've never heard of anyone using plastic undies on their baby without putting the diaper under it.

Plastic/rubber pants are generally used as protection against leakage when worn over cloth or other diapers. The keep the pee and wet inside and the fresh and dry outside.
There are those that have a desire to feel the bare plastic/rubber against their skin though. When worn that way a person will prespire inside them and when that happens the plastic rubs against their skin with a silky smoothness you can't find anywhere else.
Enjoy your plastic/rubber pants, with or without diapers. There is no better feeling, either way.
Good luck.
