THE PROBLEM
It is the standard male cop-out to claim "it was only a bit of harmless fun" and pretend it was innocent flirting. So Mister Confused is indeed confused and spreading confusion, There is a world of difference between flirting and harassment.
Sexual harassment is defined as persistent unwanted sexual attentions,
Once the victim has made it clear she is not attracted to the perpetrator and wants him to stop his behaviour and he fails to do so and persists in it, then thereafter it is harassment.
If she has not yet made that clear, it may well be true that he is misreading the signals and that is not a culpable offence,
But once she has made it clear his attentions are not wanted, then he has to cease giving her that attention or he can be charged with sexual harassment under the workplace's harassmemt policies and can lose his job. Yes, guys, it is that serious.
Sometimes it is not directly personal (like groping or stalking) but it is putting up nude pictures of women in the workplace or pointedly wolf-whistling at women passing by, both done so as to make women work colleagues feel put down and uncomfortable,
It takes many forms but it is basically an exercise in maintaining power relationships between men and women and the reactonary idea that women's worth is determined by whether men find them attractive or not.
REMEDIES
Find out what the company's policy and ptocedures are about Sexual Harassment at Work.
Report it to the manager of your department and tell your union rep and start a grievance procedure.
If the person harassing you is your manager or is your union rep, go higher up in the structure,
If necessary, write a letter of resignation saying the pressure on you from the harassment has become unbearable and sue for constructive dismissal,

sexual harassment is subjective thing. If a guy you had a crush on and you didn't tell him and he made sexual comments you wouldn't say a word but is some one you thought was a geek or nerd said the same thing you raise wholly hell. So I take sexual harassment with a grain of salt.
One persons flirting is another persons sexual harassment now adays.
on the hand if you were polite and told the person it is unwelcome first and they continue that to me is sexual harassment, and uncalled for. that should be report to work or school authorities

I told on my supervisor for sexual harrassment. He got fired. You have to speak up. Sexual harrassment is a very serious offense that most employers would prefer to handle immediately.

Try expressing the way you feel to the offender. Tell Him/Her that the comments or gestures they're making makes you feel uncomfortable. If this doesn't work take it to the next level (supervisor, HR, Etc) Remember to document everything. Dates, times, what was said, etc. this will make it easier for you remember everything when questioned. Good Luck

Please by all means tell your supervisor what is going on. Don't be afraid to either. If you have somebody you trust at work and feel more comfortable talking to have them to come with you to set up a meeting with management. Remember just tell the truth and don't be afraid, you did nothing wrong.

Write a letter to management and your immediate supervisor, explaining exactly what is going on, and the name of the person harassing you.
