Or are they just rude thinking everyone should cover for them because they are too lazy to get up early enough to get everything done they need to do before work? I work with 2 people that are always 10 to 20 mins late to work everyday....Boy is it getting old!

I am a high school teacher and being late (tardy) for class is one of my pet peeves. I'm not talking about 30 seconds late, I'm talking about 5-10 minutes late, well after class has started.
Some of the reasons
1. They are selfish, irresponsible people who care about nothing but themselves.

2. They are allowed to get away with it. There are no consequences for being late. If nobody says anything or if I see everyone else doing it and getting away with it then it must be ok! Then 2 minutes late becomes 5 minutes late then 10 minutes late ect.

This year we instituted a new tardy policy. If your tardy you get a deans referral. On the 2nd tardy you serve an after school detention. Students are now showing up on time for class!

You have to hold people accountable for their actions, there must must a consequence.

It depends on how they behave about it. Do they seem sorry or upset about it at all? Or just "hey man, sorry, thanks for covering." Do you notice them trying to improve, or has this become an every day thing?
Speaking from my experience, I am those ALWAYS late people. Maybe like 5 minutes or less, but if there's traffic, 15 minutes late sometimes. It was really bad in college, but I started really really trying to watch my time and it improved a lot (now I'm, still like 2 minutes late) But also arrive way early too. Anyway, I do not like being late, I mean I go into depression from being late because I feel soooo bad about it, I realize it's my own time management problem and only I can fix it.
But there are others who do just plain don't care about their jobs and don't consider other people covering shift or not. Consequences will work or just fire them. I have a friend just like that, One time she went to work 1hour and a half late, it gets pretty bad if left unpunished. But who am I to say...2min late, is still late...
So to answer your question, it may or may not be b/c if they care about the job or not. It could possibly be bad habits (like I have a stubborn thought that I can get ANYWHERE in 15 min, not!!!) So if it annoys you that bad, fire em if you have the authority to. Some people just never change.

No matter how early I get up for an appointment, I still seem to be running late. If I have to be somewhere at 9:30, I get up at 7am and 9:15, I'm running out the door tearing down the expressway doing a million miles an hour trying to get there. The same usually happens at my jobs. I'll be on time for the first few weeks or so and when I think no one notices me anymore, I slowly start dragging in when I feel like it. I'm an artist anyway, a 9-5 doesn't fit me well at all. That's why I've chosen Yahoo Answers as my current occupation. Who cares about work anyway, we're all just there for the paycheck and medical benefits!

I think they have no work ethic. I however am late by just a couple of minutes several times a week. I annoy myself- but I sometimes get over involved with something at home right before it's time to leave and leave a minute or 2 late. Then the traffic is bad that day and I hit all the red lights. The solution is to leave 5 minutes earlier every day but I just don't do it.

I also work with people who are chronically late. They have a different wacky excuse every time. I think their stories are very creative.
I am sure they do care about their jobs but they have some bad habits that prevent them from arriving on time. That is the real and true reason for always being late no matter what they say.

Usually its just a matter of not keeping an eye on the time for me...i try not to be late at all..it seems to me that these people just don't care if they are doing it every morning...why don't the boss have a talk with them..i have a certain person that does it quite alot and it is a real strain on me to have to cover for her--that leaves me behind in my work..it is inconsiderate of people to do that...i would have to speak up and say something..do you guys have any staff meetings?? if so i would say something there...

They are simply irresponsible, and have poor work ethics. You make a commitment when you accept a job and one of them is to be on time. If you can't motivate yourself to get there when you should you probably can't motivate yourself to commit to other parts of your life as well. Then you are letting down your work as well as probably family and friends. It's all in the saying "Just Do It" there should be no excuse except health or car or major family problems. I would rather be 15 minutes early than 1 minute late, thats just the way I am. I am never late.

I notice it at my job, as well. There are a few that roll in habitually late. It is very annoying because they are disruptive and feel the need to yak when the shift work is already in progress. These people have been spoken to on many occasions, but yet it continues, so we grin and bear it.

They do it because they don't care and there usually aren't reprecussions. Start docking them pay or disciplining them and they will start being on time.

You can bet if there was a money giveaway they had to be on time for they would!

they care about their jobs, but they can not help it! it is in their blood! and it is not only about work! it is about every appointment they have! they can not make it on time even if they have the date they have always wanted! ;)
many of my friends are of this type, i had several discussions with them about it, and i even got too angry once that one of my female friends cried! but still whenever i am going out with this female friends, she comes at least 15 mins late!
however, this is a problem that probable can be solved at work only through deductions and strict disciplinary actions! but you can never change these people and make them punctual in their lives...
