A VSD can cause a murmur, but there are very many other causes of heart murmur. I can never keep them all straight.

Murmurs in general are caused by abnormal blood flow, either through a hole in the heart (ASD/VSD), or across leaky valves (regurgitation), or through valves that don't open all the way (stenosis).
