The tootsie roll sight has said that a study from Perdue University engineers (this is what you pay for your Kids to learn in college and school) tried to find out and created a licking machine that took 364 licks and using 20 volunteers it took at average of 252

It depends on the factors: Are you licking in one place only? If so, you will get to the center in fewer licks. Maybe you have a longer tongue than other people like the lead singer of Kiss. That would lessen the number of licks to get to the center. Anyway, it all depends on the person and how they do it.
