Does saffron count? It's a vegetation. But it is an herb. Otherwise, the vegetables that I see commonly in the grocery store that are most expensive per pound are orange and red bell peppers.

The answer to this is totally dependent on weather conditions during harvest. Also on a worldly basis it is impossible to say because every region within every country has not only different consumers but also different currencies.
Good question though.
