Rice flour is used in a lot of Oriental dishes. I think it's also used by people with wheat allergies as a substitute for wheat flour. Either one is a possibility.
And isn't rice milk used as a substitute formula for babies with allergies to regular milk? Not sure about that one, though.

I use powdered rice to make a "swahili dish" called "mkate wa sinia" You just mix the rice flour with coconut milk, sugar, eggs, cardamon seeds and yeast in a food processor and bake like a cake. It tastes so good!

I have made a ceci dish (garbanzo beans) with ground arborio rice (turns into rice flour) and semolina flour. (I used a blender to grind the rice into a coarse flour). I have also made various forms of mochi (Japanese rice cake) with Mochiko, a rice flour. There are many more recipes out there for rice flour. Check these out:

I add it to a Filipino dish called Kare-kare. Sort of a thickening agent plus it gives a nice texture. I sometimes use a regular food processor or coffee grinder.
