and her blood count is getting higher. is there anything the pulmonary doctor can do?

Am not a doctor, but your Mother is suffering from a desease called "Parapneumonic pulmonary effusion"

This "Parapneumonic pulmonary effusion" is an accumulation of fluid between layers of the membrane lining the lung and the chest cavity ( pleural effusion ) that develops in the setting of pneumonia .

Pulmonary System

The pulmonary system includes the lungs and the blood vessels leading to and from the lungs from the heart. The system is responsible for the process of delivering oxygen and carbon dioxide to and from the lungs.

Oxygen-poor blood is pumped from the heart through the pulmonary arteries to the lungs. There, the blood is infused with fresh oxygen while cellular waste products, including carbon dioxide, are left behind to be exhaled from the body. The oxygenated blood travels back to the heart through the two right and two left pulmonary veins, where it is pumped out to nourish the organs, cells and tissues of the body. Unlike all other arteries, the pulmonary arteries contain oxygen-poor blood. Similarly, unlike all other veins, the pulmonary veins contain oxygen-rich blood.

My advice to you is take her to the nearest Pulmonary medical doctor, they know what to do.

Oxygen is given via nasal prongs or a face mask. Intubation (breathing tube placed into the windpipe) and use of a breathing machine (ventilator) may be needed.
Underlying causes must be rapidly identified and treated. For example, if a heart attack has caused the condition, the heart must be treated and stabilized.
Medications to accelerate water excretion from the body via the urine (diuretics) are given. One common diuretic is furosemide (Lasix). Other medications to strengthen the heart muscle or to relieve the pressure on the heart may also be given as needed.
The patient should be hospitalised immediately.

The doctor can give her glyconutrients but he does not make money from it. It's all about money honey. The glyconutrients will help her body repair and restore itself naturally.

Antibiotics and she needs an incentive spirometer to huff on every time she thinks about it. If she is in the hospital ask them to give her one if she doesnt already have it.
If your mom is in bed, she needs to get up and walk and take deep breaths.
Would have to know more about it to tell you exactly what is going to fix her up. Like does she have congestive heart failure, is she a smoker, has she been sick and exactly whats going on with her.

they can treat it with meds or drain it with a procedure.
the pulminary doctor can give you better ideas than I can.
