There are many reasons viral STDs like HIV, herpes, HPV and hepatitis are not curable compared to curable bacterial STDs including gonorrhea, syphilis, chlamydia, and "trich".

Viruses mutate very rapidly and very quickly.
They also get into our DNA and RNA, and basically re-write our RNA (take HIV for example).
Viruses can survive extreme temperatures, like boiling water and freezing temperatures.
They can be as much as 10,000 times smaller than bacteria. Antibiotics do not work against viruses.

As for bacteria....99% of all bacteria are helpful.
Dead or weakened bacteria are used for making helpful vaccines.
Bacteria do die with antibiotics.
Bacteria also die in extreme temperatures, like boiling water and freezing temperatures.

Basically bacteria are very weak compared to viruses. That's why we have been able to find cures for bacterial caused STDs and other illnesses, but, we have not yet been able to cure viral STDs.
