Anyone can use their A1c to determine their average blood glucose level for the past three months - the "considered" duration of A1c measurement. With an average normal A1c of 5, your BG would have been 100 for the past several months. With each whole number increase in A1c reading, the blood glucose level is increased by 35. So an A1c of 6 means a blood glucose of 135 for the past three months. An A1c of 7 means an average of 170. So, if you have an A1c of 11.5, your average sugar level for the past couple of months was 328. That's an average of 328 so it would have been both higher (bad) and lower (better).
The ADA wants people to be below 180 with their A1c below 7. That's an average below 170 for three months. While diabetics can have their A1c in the 5's, for many 6 is good. Still many hope for 7's. It's a struggle to even maintain a level in the 6's.

HbA1c is normal if it is 5% or less. Normal ranges may vary slightly depending on the laboratory used. The test can show that your blood glucose levels have not been well-regulated over a period of weeks to months. If the HbA1c value is above 7%, it means your diabetes is poorly controlled. High values mean you are at greater risk of diabetic complications. If you can bring your level down, you decrease your chances of long-term complications.
