it takes as many as a person wants. for me it takes about 20 to 30 licks then a bite it. some people do not lick they just chew so we really dont no noone has taking the time to lick all the way to the center of a tootisie pop

I actually did find out back when I was a kid. The commercial back then had a hoot owl on it. It took 276 licks (I remember because I put the number on my bulletin board in my room).
Now, this was before cable & video games, k? LOL
