Yes, but it is the meat of a cold blooded animal rather than a warm blooded one. For some reason there is a reasoning that says that cold blooded animals don't feel but warm blooded animals do. I think that that is the reason why vegetarians will eat fish but not warm blooded meat.
But if that is your reason for asking the question, then I would have to ask you does an apple feel? How do we know?
