It is completely safe. Just a few things to know...
1. Let the artist know you are a diabetic.
2. Make sure your sugars are normal, but keep pop or candy with you, just in case.

I have been a diabetic for 19 years. I have 2 tattoos. As long as the equiptment is sterile it is no more dangerous than a sunburn.
Of course, if you somehow get an infection it will elevate you blood sugar.

I know a friend who does. He is covered 1/3 upper body! Still alive. I would let the artist know, and make sure you have back up medicine with you and make sure you keep the area very clean and see a doctor if anyting doesn't look right!

I think it can have some kind of effect on your blood sugar yes. Check with a doctor and get their opinion before attempting. It's probably painful so if pain makes you react funny now it will then too.
