two boxed china mugs by G d P. (Giordano - di - Ponzans.) with white china strainers/lids what are they for?

These are decorative mugs with china strainers and lids but the holes are too large for tea or coffee? They were a Golden Wedding Gift for our friends today!

Do they have a special useage?

They are for tea. You use whole tea leaves, steep them for 3-5 minutes. The lids are to keep the tea hot.
