Don't listen to people telling you to get circumcised. Believe me, women have way more trouble with their girl bits than men do and you don't see us chopping off skin at the first sign of trouble!
Without seeing I can't tell exactly what you are talking about but it sounds like this might be partial phimosis. The foreskin should retract entirely and should be movable up and down the shaft when you are erect. If it seems like your foreskin gets into a snug band around the glans or directly under it, you may have partial phimosis.
Read about it here:
http://en.wikipedia.org/wiki/Phimosis
If, after reading my description and the info, you think this may be the problem, then you need to see a doctor or urologist who is foreskin friendly, you may need antibiotics if there is a lingering infection, or steroid creams to loosen and soften the skin. In the meantime, take some nice hot soaks in the bathtub, you can put some Epsom salts in the tub (found in any drugstore) and gently, gently try to pull the foreskin back from your erect penis after soaking for 30 minutes or so. Do this every day until you can get to the doctor, this will help soften the skin and possibly help the problem. If this helps, continue doing this a couple of times a week.

Sounds like you have not been circumcised. Which is normal. What you describe doesnt sound like a problem, however if you'd like the head of you penis to be exposed at all times, then the only option is a circumcision. But it is extremely painful and will take longer to heal with an adult than it does with a baby. It were me, I'd live with it, as "problems" go, it's not a bad one to have.

It's not really much of a problem. It doesn't matter if you get a circumcision. Just wash it regularly, and that you should do either way. You penis will not look different after you loose your virgintiy. The skin will just pull back and forth when you sex. It works the same as any other penis does. It just has extra skin. Yes, circumcision is the only way to get rid of the "problem." And also don't worry about women caring that much about it.

That is a fragile question. Your doctor or nurse practitioner will gladly set an appointment to visit with you. If you are in college there are college clinics that have trainer physicians that can help. Don't have sex just for the curiosity of finding out it will help the situation. Value your virginity!!

you don't want to get circumsized now at your age, it is a very painful procedure. don't worry about it, it usually pulls back when you have sex.
