TEENAGERS AND PARENTS!
Let me take this opportunity to give you a public service message. New vaccine for HPV on the horizon and is recommended for girls 9-26 if they are not already infected! HPV is the leading cause of cervical cancer, one of the most preventable cancers! Please get (or make sure your girls get) this vaccine!

Now to address the question: How does your friend supposedly know he has warts if he has no symptoms? And where is her wart that popped out of nowhere? Generally they are on the inside, or at least on the labia and if recently infected, there are probably just a few. Warts you get on the skin are not the same as genital warts.
Do they look like this:

Or more like this:

http://health-pictures.com/warts/images/genitial-herpes.jpeg
Or could it be something else like this:
http://www.k12.nf.ca/holyredeemer/std/molloscum/slide14a.jpg
If the above, there is also a disease called molluscum that can appear on any part of the body (including genitals) that is often confused with warts
Read about it here:

As for the rest of your question, intent has to be proven. If he knows for a fact he has genital warts or herpes and knowingly had unprotected sex with her and he did not let her know and did not take precautions that a reasonable person would have taken to protect her, then yes, theoretically he could be prosecuted because those are incurable, lifelong problems, HPV also can cause cancer, leading to death.
But this is a lot of ifs and supposedlies. Tell your buddy to see a doctor and bring his girlfriend with him - and wrap everything up next time.

I got diagnosed with herpes virus (type 2) about 3 years back, when I was still in college and had a stupid one-night stand. I understand loads of young women say this, but I swear I had never done that sort of thing before. I just made a mistake that one time and all of a sudden I felt like I was going to have to live with the consequences for the rest of my life. The worst part was feeling I could never date other men again. After all, who wants to go out with someone who has sores around her private parts? But since a friend shared this video https://tr.im/zo79y everything improved.
Not only was I able to eradicate all traces of the herpes simplex virus from my system in less than 3 weeks, but I was also able to start dating again. I even met the guy of my dreams and I'm so blessed to write that just last week, in front of everyone in a busy restaurant, he got down on one knee and proposed to me!!! This program provided the chance to be happy and experience true love again. Now I hope that I can help others by sharing this story.

My best friend has had genital herpes for about eight months now, and it's been really rough. She's had about 7 outbreaks. Everywhere I read it says it stops flaring up so much after time, but its not getting less frequent for her. She's been on Antiviral meds the whole time, too. She also has type 1 diabetes which she has had her whole life, which really weakens her immune system. Will it ever get better?
But after a friend share this video everything has changed.

there's no law for giving people herpes, plus herpes doesn't cause death. It just needs to be controlled. There are 2 different types of herpes, one is oral, and the second is genital herpes. The oral herpes are like cold sores.
Genital herpes, it starts out with this red bump, then it turns into a blister, then turns to white crust and it itches, but it does go away. If there are no out break, then there's a less chace for the person to get herpes, if he or she is with the person that has herpes.

so I'm guessing the boy is much older than the girl because you cannot be "prosecued" for giving someone an std.let's just get that out of the way, but it is possible for him to cary the virus but show no signs or symptoms of it. I'm glad you...uh, he is getting tested, it's the only way you will ever know, but in the mean time, don't mess around with children, it's only drama for you

it could also be moloscum contagiosum...which looks like lots of lil bumps or pimples or maybe just a couple spread out on the genital areas. if you squeeze them, a white waxy core will come out. by doing that, you increase the risk of spreading the virus. these can last months and even years. they dont go away easily by any means. so watch out. they are TINY. every time you want to have sex, go to the clinic and get a thorough evaluation of your partner. there is nothing wrong with being safe.
