Lucky you for getting the intact guy!
That is most likely the normal smegma or or "pearls" from Tyson's lubricating glands which are supposed to be there. I'll bet he is getting a yeast infection from antibiotic use now! There is helpful stuff in my links, so take a look- the first is exactly what you need, the rest is for any who dare say to cut. Good luck!

Here is a link that I found on the issue. Yes it is possible to have bumps like the ones you've described. They are called penis papules (as noted in the link) They are not dangerous or anything some guys just have them. The redness on the tip of the penis is probably due to an allergic reaction to the topical antibiotic cream...poor guy.

yes it is possible to have sores and not be an std. the penis can be irritated by having sex or be allergic to lubes or fluids. my husband is allergic to my "fluids" if he doesnt shower right after we have sex. if my fluids stay on his penis too long, it creates allergy sores and or blisters. seriously, its possible. (he actually asked a doctor)

HAH.
That's just becuase he chokes it too hard when he takes matters in his own hands.
Get him a lubricant instead of a topical cream, and tell him to throttle back on the frequency.
