Hire a dance instructor one night per week and offer free dance lessons (say, for an hour, 7-8pm). This could attract both men and women. If you don't want to do this long-term, then maybe do this for so many weeks, leading up to a dance off. Give the winner a prize to entice participation (even if it's something like a $50 or $100 bar tab).
Have an all day chili cook-off (or whatever would be attractive in your area) if you have room outside your facility. Hire a live band or a good DJ. If they're eating hot foods, drinking all day and enjoying themselves, they'll return.
I live on the coast and alot of bars will occassionally offer free crawfish (which if cooked right, are spicy). So, people drink alot.
Anything you can think of to draw them in, at least for a one-time visit. Make sure the music is good as well as the atmosphere. If they enjoy themselves, they'll be back.
Adopt the "Subway" idea. Have business cards printed with so many punches required to receive a free "like" drink. Pass them out on certain days to draw them in (say a Friday night). As they present them to the bartenders the first time, write on the card what they ordered (beer, mixed drink, etc). Each time they present it for purchase of a similar drink, punch the card. Allow them to be used any time (with no expiration for the free drink) so if they don't get a free drink on the day they start the card, they can still come back on another day and still get punches. But passing them out on certain days may draw them in on days you want to increase business the most. And yes, even people drinking can keep track of a card! Especially if it means a free drink. lol
Try a promotionally gimmick once per month for awhile to "keep them coming."

What a bar by me did was have a coyote ugly night (the movie). They had it a few times and always had huge crowds. But most people have forgotten about the movie so it might not work as well now.
Another idea might be to get rid of the karaoke machine (unless its popular) nothing drives me out of a bar faster than some drunk with no rhythm.
You could also try all you can drink nights.
Ladies night. Specials on drinks for women to get them into the bar and where the women are the men will follow.
Bands if you have the room.

Hold a Happy Hour, either with drinks for half price, or like some appetizer specials. Live music, if there is space, always draws a crowd (even if it's just friends of the band!LOL) Signature Drinks or Shooters. Make sure you have a good variety of beers on tap; I know there is one bar near my house that doesn't serve Bud (only Coors) and so my friends will purposely never go there. Maybe also make up some flyers, include a coupon or an ad you can mention to get like some money off a drink or whatever. And make sure you have a good amount of TVs to draw in the sports crowd- football season is right around the corner. Maybe make some Sunday Specials for the games, either with food, or a specialty drink and like name it after the team of wherever you live.

Have a karaoke competition decide the winner by how loud the crowd claps (winner gets a free beer)
Play awesome music and people will hear it and walk in
Have different nights like punk night
costume night, rock night, 60s night
beatles night, elvis night etc. Just be creative
P.S. I have no Idea what I am talking about I am only 12 and never been in a bar so you might not like these ideas

You should go and invest in some very revealing clothes and start by attracting the men. Once you have a good supply of men them a lot of women will start frequenting your bar because its a great place to meet some men. This can work either way, employ some agency male models for two nights of a weekend get your girl punters in then will come the men. Think psychological.

One of our local bars has a really neat drink special that definitely draws A LOT of customers in...... From 9-10pm they have 5 cent beers and 10 cent drinks- This really helps them compete with all of the others bars and clubs. I know I love it and my friends definitely do! The same bar also does occasional foam parties, bikini nights, pajama partys, black and white night, fire and ice....etc.... As long as your customers are having fun they will continue to party at your establishment :)

Ive been a bar manager for 4 years some things that have worked for us....
one day a week special: 3 beers for $5.00 bucks, $2.00 you call its, .25 cent to $1.00 drafts
competitions: Chili cook-off, Italian cook off, Mexican cook off etc. people wanting to contribute bring their special dish... Patrons who want to eat them become the judges, by purchasing the judges coupons (suggestions $1.00 to $5.00) their contributions become the prize, or your owner can start it at $20.00 or so and then add to it, dish with the most votes win
Themed parties; Toga, Pajama, Luaus, costume, Christmas etc...
contests; bikini, tight jeans, geek, ect.
Selling tshirts, hats, jackets...(great advertising )
Motorcycle poker runs have one of your own or look into other local bars and team up with them
shake a day
football pools
nascar pools

particular, a thicker bar will advance greater advantageous grip/forearm power. at the back of the neck pull ups? or familiar chin-ups? I did as much as 32 familiar chin united stateswhen i replaced into 15 on a tree branch.
