You have a food allergy. Start paying attention to what you are eating when it happens. Try eliminating certain things on certain days (dairy, bread, lunch meats, etc.) to see if the issue doesn't occur when you don't eat that items. This should help you figure out what is causing it and let you know what to avoid.
Sometimes it's where you are eating certain things. For example, many salad bars use a chemical on their produce to preserve them, and this can cause respiratory problems in certain people. For these people, eating a salad at home wouldn't be a problem, but eating one at a restaurant would be.

I've had that happen a couple of times. I was sick, though. For you, though, if it happens during EVERY meal, it's likely a food allergy. I'd go see a doctor.
