the best time of day to buy veggies is in the morning, especially if you go to a farmer's market or produce shop, since they usually get in fresh stuff in the early a.m. each day...unless it's a big market, and then teh turnover may not be quick and the veggies may not be super fresh.
as for milk, find out when your local market gets it's milk deliveries and get your milk the day of (or the day after) you can see if there is a milk dellivery service in your area from local dairy farmers, then you know it's super fresh!
