Lots of chocolate contains dairy. Beef would be cow parts themselves and not milk squeezed from said cow. There are lots of non-dairy chocolates. Mostly dark chocolate and some of Ghiradelli's choc. chips. You can get chocolate at the health food store that is labeled "vegan" meaning it contains no animal products at all.

the reason is that some chocolate manufacturers use animal fat instead of milk or vegetable fat as animal fat does not melt easily and has a longer shelf life. the best chocolate is made from milk fat but it is costlier to make and the cost of economies involved is very high and is not viable to sell and market
