Maybe if there were enough volunteers, but that is not likely. Most women are glad to be done with nursing when there own baby is weaned and wouldn't want to continue the nursing process by being mechanically pumped.
I am a bit surprised by the number of posters who wouldn't want their babys to have milk from another woman but will happily give them milk from a cow to put on their cereal.
I think I detect a good question in the making.

By commercial production, I presume you are thinking of making it in a factory.
One can get the closest composition of human milk through chemical analysis and make up using other related ingredients. For example, one can adjust the amount of protein, fats and sugars according to the analysed results.
In olden days, one has heard of 'wet nurse' who would breast-feed a child not her own. Today may be a hospital can arrange for collection of breast milk from volunteers to be given to needy infants.

Theoretically, yes. In practice, probably not. The cost per volume would be so high that nobody would pay for it. That's at current market conditions. If, suppose, something happened to all the cows and soybeans and you couldn't make artificial baby formula at a reasonable cost anymore, that might change.

Well I'm not sure if any woman would want to sit there be pumped by industrial size breast pumps... But there are breast milk banks that stores donor breast milk for mothers that cannot make breast milk on their own and want the best for their babies. Although I wouldn't feel right giving my baby some other woman's breast milk... :)
