Contact the local dairy, they are the ones who supply the vendors and they have a master list. They probably produce most of the local ice cream.

The Mister Softee website has a form you can fill out to request a truck to come to your party/event. They forward it onto the closest franchise in your area. If you'd rather vet the person running the truck yourself, you can always use their site to check out all the people running franchises in your area.

I got this from their "Drivers Wanted" section as it listed the main locations for area franchises & a contact person:
Mister Softee Suffolk
Wyandanch, NY
Kerry Zoly
631-643-8160
Area: Long Island

To be fair although I do not prefer this company I'm giving you the listing I found for the corporate office of Circus Man Ice Cream as well. (It probably isn't the company that I'm really having a problem with just a driver on the route in my neighborhood, so I'll leave it to you to choose who you wish.)
Circus Man Ice Cream Corp
1000 Fulton St
Farmingdale, NY 11735-4245
Nassau County
United States
(516) 249-4400

Contact your Local Chamber of Commerce or City Hall and ask them. I am sure they MUST be licensed to sell Ice Cream Novelties!

Why don't you make an ice cream sundae stand instead. The kids (I'm assuming this party is for kids) can make their own sundaes like in a buffet.
