That happened to be once. I found little maggots in a bag of chestnuts. I don't know where they came from but I just threw the whole thing away. Talk about gross!

The worms come from moths that lay eggs on the rice before it is bagged and shipped. You probably eat the eggs all the time, but they are too small to notice. When kept warm and dry, the eggs hatch and you get wormy rice. It's kinda gross, I know.
I like to eat Basmati rice from India, and I buy it in HUGE bags at Sam's club for next to nothing. The problem is that if left in the cabinet it would always get wormy before I could eat it all. Now I split the huge bag into several large ziplock bags and freeze them. I put a reasonable amount of uncooked rice into a jar that I keep in my refirgerator and refill from the freezer as needed. Haven't had a problem with worms since.

Yeah, I get it all the time with any dry grains or flakey stuff. It comes from the moths hiding out in your cupboard. I found that the only way to stop it happening is 1) Eat your food within a month or 2.
And
2) Take everything out of your cupboards, throw away anything that has the maggots in it and anything where it looks like grains or flakes are hanging from the side of the bag (A sure sign that it has stuff laid in it), and then kill any moths you find. Sorry, but it's the only way.

Insect eggs are very very small and you eat more than you would care to know.
Anything stored in a warm place for them to hatch, they will.
It was a real problem in flour, but the have developed a food safe chemical to add to the wheat to prevent them from hatching.
Spray your contact area with Raid, wait a week or so, wash the area and reline your cabinet with some bug proof shelf paper,
It will help control future out breaks.
Also find somewhere else to store your seed grains or wait until winter to buy them.

Those are the larva of those little moths that like grain. You need to put your grains in airtight containers.
