THIS REALLY WORKS
Avoid cutting into the root base. This is where the irritating juices reside. Cutting laenthways through the onion to get a flat side is fatal. Instead cut through it the other way. Chop freely of the top end, then crefully cut away the onion from the bottom end leaving the base intact. Chop up the pieces you have removed.
Happy chopping.

Chop the onion near some cold running water. don't have to chop it under the running water, just next to it. also some onions are weaker than others, plus I think after a while (depends on how you define 'a while' of course) you just get used to it.
to get rid of the smell on your hands, either rinse under cold water (but takes a while) or rinse under cold water whilst using a bar of stainless steel 'soap'. Stainless steel is very good for stopping the smell.

Try putting the onion in the fridge first.
Some people actually wear goggles while chopping onions.

Do your chopping in front of a fan so the onion vapors blow away from your eyes

I'd reccomend spilling a tiny puddle of white vinegar onto your cutting board, and pressing the freshly cut-side of the onion into it when you first start cutting - the ammonia is nullified and this essentially prevents tearing.
Also, as was mentioned before, chewing gum or bread in the mouth can help. I'd personally go with the vinegar though.
