Not having been a street or beach seller I have talked with a few at length and experienced them on vacations.

Some problems with street vendors range from annoying people, selling drugs - (which can raise crime in an area as people become addicted to those drugs). Drug sales and relate criminal activity leads to lower property values and less of a tourist area - as the poor or homeless people congregate in that area to try to panhandle or 'sell' stuff.

Besides selling undesirable things such as drugs (weapons, porn, copyright violations, stolen goods) the street vendor may also try to 'rip off' tourists with various schemes (shortchanging, inflated money exchange, outright robbery) which can also scare off tourists.

Keep in mind people do like street vendors and if there is an area where it is allowed people will go to that area - so if it is cleaned up and monitored it can actually draw tourists and improve the local economy!

A solution: street vendors that have a permit and operate in an area that requires a permit results in less problems, as the vendors do not wish to lose their income by breaking rules.

Cheers!

Street or beach vendors IN hotel premises can be controlled, they are trespassing! AROUND hotel premises, nothing much you can do, out of your jurisdiction. The local authorities (police, environment departments etc) might have to be involved to get rid of them. You can also warn your guests of the potential dangers of consuming food from these outside vendors as they are not prepared as per hygiene standards. Quote an incident or two of overcharging or food poisoning from these vendors and the guests will understand.
