It really depends on whether a person/society thinks money maketh thee. If a person/society is materially driven by nature, affluence does bring out the worst in people. We have too many societies to quote, and I leave that to your own discretion.
But how would you define a society, say Bangledash, where one man toils hard in Singapore as a construction worker, earns a meagre pay, buys a television set and ships it home for his entire poor family and village to enjoy watching tv programmes? Yes, he has gotten more affluent yet at the same time, it has brought out the best, not worst, in him. It really depends on the fabric of a society. So, your question yields subjective answers.
