Sorry to hear about your father in law. There are 2 sides to this story. The first is that any Pastor/preacher can speak words over someone's life and be lying through their teeth. The second is that in God, all things are possible. The most powerful voice your f i l has over his life is his own voice. The doctors told me I would die by January this year. I was diagnosed with a terminal cancer in October last year. I decided to never doubt God and have faith in what His Word says.
Mar 11:23 For verily I say unto you, That whosoever shall say unto this mountain, Be thou removed, and be thou cast into the sea; and shall not doubt in his heart, but shall believe that those things which he saith shall come to pass; he shall have whatsoever he saith.
Your f i l needs to stand up and fight for his own life. If he has already given up hope, you must pray over him. Speaking healing words deep into his mind so you drown out all of the lies that doctors and the like have spoken over his life. The truth is in the Bible. It is not necessarily what the doctor says. Encourage him to fight. Encourage him. Bind up and rebuke all lies that have been spoken over him in Jesus name and come against the spirit of death and the spirit of disease over his life. Be encouraged and fight the good fight.

Yes, God spoke through all the writers of the Bible. He can speak through people still today. But that doesn't necessarily mean that He was speaking through that Pastor. You have to have faith in God, not a preacher who may or may not be speaking for himself.
Also, you have to understand, that no matter how much you want something or how right you feel it is that something you want to happen should happen, sometimes God's answer is No.
I was talking to the Pastor of my church who used to be a missionary in the Philippines. He was in a healing service and a woman with a paralyzed arm came forward. He prayed over her and she was healed. Later, he was in New York at the same kind of healing service and, again, a person came forward with a paralyzed arm. The pastor prayed over him and...nothing. His arm was still paralyzed. God has His own reasons for healing this person and not healing that one. We may never know that reason but God is not capricious. He cares about your father-in-law and He will do what's best for him.
He cares about you too. Do not become too downcast because things are not going well for your father-in-law. God will care for him, whether in this life or the next.

Abdul-Baha, the authoritative Interpretor of the Baha'i Faith, wrote:
"Thou hast written of a verse in the Gospels, asking if at the time of Christ all souls did hear His call. Know that faith is of two kinds. The first is objective faith that is expressed by the outer man, obedience of the limbs and senses. The other faith is subjective, and unconscious obedience to the will of God. There is no doubt that, in the day of a Manifestation such as Christ, all contingent beings possessed subjective faith and had unconscious obedience to His Holiness Christ.
For all parts of the creational world are of one whole. Christ the Manifestor reflecting the divine Sun represented the whole. All the parts are subordinate and obedient to the whole. The contingent beings are the branches of the tree of life while the Messenger of God is the root of that tree. The branches, leaves and fruit are dependent for their existence upon the root of the tree of life. This condition of unconscious obedience constitutes subjective faith. But the discerning faith that consists of true knowledge of God and the comprehension of divine words, of such faith there is very little in any age. That is why His Holiness Christ said to His followers, "Many are called but few are chosen."

yes God can speak to you in many ways if you have faith in Him, trust and belief, and prayer. The closer you are to the Lord, you'll start feeling it, He basically pat me on the back once, I felt His presents and felt Him in me, and I knew who it was, I felt what He said to me in my head, as He intervene in the moment of truth and compassion that I felt for my boss on a job site during a meeting, that day the Lord said to me that He was Happy with me.
