the stated aims, or actual aims?

google for the written statements.
the actual aims evidenced by what has happened since is, which seems to be "lets make out we're doing something. but change might affect the comfort of those in power"

There is also the aim of being made to feel important, being ferried to posh venues in big limosines, staying in luxury hotels etc.
