If you mean that your pupils are routinely small in average or bright light, this is a good thing, your pupils should be small in well-lit conditions. In the dark however, your pupils should dilate to allow more light to enter the eye. It is hard to know how dilated your eyes are in low light conditions, but if you go to a room with a mirror and bring a flashlight you can check your eyes. Keeping the flashlight well away from your visual path, see if you can estimate the dilation of your pupils. When you shine the flashlight near to your eyes you should see some decrease in size. In fact, if you shine the light near to one eye while checking the other eye, you should see that pupil constrict, what is known as the consensual response. If your pupils remain small under all of these conditions you should be examined, this can represent several different disorders that need to be identified.
As far as being able to see the ultraviolet range of wavelengths, none of the photoreceptors in the retina have been shown to detect UV light. Far blue yes, UV, no. If you think that you are seeing UV you should get examined by an ophthalmologist, they will be quite interested.

When you say "pupils dilate very little if at all" do you mean in ordinary light or say in a darkened room like a movie house or during eye exams?
Normally, our pupils are small in bright light and they dilate in the dark. I would think that you mean your pupillary reaction to light. I came across this one in medschool.. small irregular pupils that do not react to light but do react to near effort (using finger or pencil near the eye to test for pupillary constriction) indicate Argyll Robertson pupils. They are usually but not always caused by central nervous system syphilis.
But, why don't you get yourself to an opthalmologist and he can check your eyes out? Better be on the safe side.

your pupils dialate little because u observe u observe your pupil in a bright environment. In a bright environment, our pupils are smaller to limit light entry

yes this is normail if they dialate then you have a problem they usualy only do this for two main reason you have an eye exam and they do it to test your eyes or you are taking drug(prescribed or not) and when they are taking effect then your pupils will get bigger

If you are using any opiates on a regular basis (Pain Pills, Methadone, Heroin) it will cause your pupils to always stay very small. Please don't take that the wrong way, that's the only thing I could think of.

Common misconception, your pupils do not dilate and constrict. Your iris does expand and contract to allow for proper light infraction.
