When the Hezbollah terrorists build underground bunkers to use as command and control centers, arms caches etc and then build a school or hospital on top of them it is difficult to attack the bunker without damaging the school or hospital.
The Hezbollah terrorists deliberately hid among the civilian populace. When the terrorists wear the same clothing as the civilians, who is to say that the dead and injured "civilians" are really not terrorists?
Hezbollah understands the western media and knows how easy it is to manipulate the press. Many of the news clips were staged. Many of the photographs were photoshopped. Several bloggers (notably Little Green Footballs - there were others as well) spotted the "Fauxtographs" (credit to Michelle Malkin for the term Fauxtograph) and called them on it.
If you notice there were no staged news clips from Israel. In fact, there were very few photos of any of the dead and injured Israeli civilians.
So in answer to your question, the American precision guided munitions struck their targets. Hezbollah deliberately placed the civilian populace around those targets.

You must be living under a rock in the Congo if you are asking this as a serious question.
The precision weapons are hitting the Hezbo terrorists. Unfortunately they are hitting the innocent civilians because the cowardly Hezbos hide in the homes and among the civilian population. The Hezbos know that if they would even make the slightest effort at trying to be professional soldiers they would be obliterated in a matter weeks by the Israeli army. And it would take the US military even less time.
That's why they hide, sneak around and attack civilian targets without warning.

American bombs hit where they believe the enemy are. Sadly, sometimes the info is lacking intelligence.
Then there is the media.
Most of the worlds newspaper and tv reporters, including some American, find it a much better story when innocent civilians are hit.
So you see very little written about successful strikes and a whole truckload when there's a mistake.
Someone once said 'The US didn't lose the Vietnam war on the battlefield. They lost it on TV'.

The US did not fire precision bombs. The press reports civilian casualties. Hezbollah does not report their casualties. Hezbollah trumpets civilian casualties inflicted when Israel aircraft target rocket launch sites. Consider the sources. Understand who wants to lie to you so that simple minded people are misled about the nature of things. Realize that Israeli civilian casualties were light because Hezbollah used inaccurate terrorist rockets and Israel has good bomb shelters. Hezbollah did not build good bomb shelters. Therefore they wanted civilian casualties.

I suggest you look at the description of the weapons used. Artillery was predominant and it is not remarkably accurate or intelligent. Air drop devices need a targeting unit on the ground for precision or low/middle high flying drone, Both were hindered in Lebanon. Targeting was totally prevented.
Whether or not it was the intended result, the final count was terror on the ground, a surviving and stronger Hezbollah and the loss of the political dimension of the war. And, let us not forget, a much weaker United States.

it is the consequences of City WaR,,,,I think that before targeting the bombs,,,,,they have information that the main target (Hezbollah Guerillas) are hiding behind civilians,,,so they have no choice better than bombing the areas,,,,,it always happened where war fought in a city,,,,many of civilians areas are destructed and many civil people become casualties of war

"Precision bombs" are just that, precise. They go where you program them to, and do what you program them to do. So, if they are hitting civilians, then the USER is progamming them to do that.
As we have seen in this Global War on Terrorism, terrorists hide where, and when, they can. From civilian homes, to religious buildings, where it is extremely difficult to extract them without collateral damage. Not all countries have the same laws as the US of A, so if they are free to do what they can, UNDER THEIR LAWS.

It could be the person aiming the bomb doesn't know what he's aiming at. Also could be the weapon wasn't designed to pick off individual terrorist it was designed to knock down buildings. Using sledge hammers where a chisel is needed will only end up with a pile of rubble on the floor.
