Those who employ violence to acheive political ends. Those who routinely target or disregard the safety of civilians. Such is the also the case with "collateral damage". Terrorism is waged by superstates as well as by smaller groups, sometimes against their own citizenry if the goal is to increase fear (and thus controllability) amongst the populace.

One reason that the "War on Terror" as is being fought today is being LOST is that terrorism is a tactic, not a country or even an ideology. Something people, particularly those in political power and those that support them don't understand.

Terrorism is the systematic use or threatened use of violence to intimidate a population or government and thereby effect political, religious, or ideological change.[1][2] Terrorist attacks are designed to influence the broader society to which those killed, injured, or taken hostage belong. The dramatic focus of mass media is often ascribed as amplifying and broadcasting feelings of intense fear and anger that make terrorism more effective in the modern world. As a type of unconventional warfare, terrorism is designed to weaken or supplant existing political landscapes through capitulation or acquiescence as opposed to subversion or direct military action.

The term is also used pejoratively to assert that its violence targets "innocent civilians," or that it is immoral, wanton, unjustified, indiscriminate, or executed "with disregard for human life." According to some definitions of terrorism used by states and governments, terrorists are actors who do not belong to any recognized armed force, or who do not adhere to their rules, and who are therefore regarded as "rogue actors." Groups that call themselves separatists, revolutionaries, guerrillas and other specific terms are often referenced vaguely and pejoratively by their enemies as terrorists.Rainassance is the only method

Terrorism is a deviation in human conduct resorted to by people who lack self identity and allow themselves to be misused by persons with selfish ambitions that they endeavor to realize by use of force and collective violence.
Their target is the society and not the immediate victim of their violent act. They adopt most cruel ways to kill people and give wide publicity so that people in general are scared and out of sheer fear accept their suzerainty over the system. And in this the media plays a role knowingly or unknowingly to serve their purpose.
The only solution to eradicate the terrorists is to mercilessly eliminate them and their support base. They are scared of being caught, hence they prefer to commit suicide before they are caught alive. This is a protective device to shield the leaders. They are basically cowards, but they reign so long as they succeed in their mission. They do not have any definite program or agenda. It is seen whole over the world that they are only instruments with ambitious politicians who have no other means to grab power by direct confrontation.

Contemplating inhuman activities of atrocities to gain leverage to the group.
The piquant situation of the persons falling prey to the heinous act as well the benefits aimed to beget on conclusion of the deal.
Unless an over-hauling of the socio-economic and political customs are changed judiciously, there could be no go-back.
By banning they could emerge with multi-fold strength, as we have seen from the history of similar outfits, christened under various nomenclatures.

Terrorism is defined by the US Department of Defense as "the unlawful use of -- or threatened use of -- force or violence against individuals or property to coerce or intimidate governments or societies, often to achieve political, religious, or ideological objectives."

I think this sums it up.

Sadly there is no way to educate people out of this. Once they have locked into this ideal, they wont change, The only way is to eliminate them.

Sad but true.

A terrorist is someone who wishes to strike terror into the hearts of their enemies. They do this by attacking innocent people in unexpected places and times, with no forewarning. It is not 2 militaries fighting, it is civilians who are targeted, mainly.

Terrorists are people who have taken religious extremism or political extremism to the point of being willing to bring terror to anyone that they see as an enemy of their views and/or beliefs. To fight them we must first understand them and know where they are and then seek them out and then destroy their ability to carry out their terrorist intents.
