History shows us that real true change comes from within. So it will take the people of these nations standing up against their leaders and creating the change which is needed.

Some of the problems stemmed back from the Imperialism that Europe imposed on Africa, such as when they brought slaves over from Africa to the New World, and giving them technology such as guns. And once you leave an area like that while giving them new technology, of course they're going to try and impose their rule over others, who may not accept it willingly.
Another one of the problems is that people just don't care about that area. Although there are some who do, because they don't have any really valuable natural resources, no one really cares about them (for instance, if the Middle East wasn't sitting on so much oil, no one would give a darn about that area today, just like in many parts of Africa). As much as I hate to say it, this is pretty much the truth.
A third problem is a lot of these people in that area either don't get the help they need, or they misuse it. Food intended to help relieve famine often gets diverted into a rebel militia or government military, for example. And short of us going in, and doing the deliveries ourselves in force, that probably won't change anytime soon (and last time the US tried it, it didn't work very well, such as Somalia).
And then as for the democratic stuff, well, some of them simply don't believe in it. It's hard to tell that the guy who controls the army that he lost the vote, and then refuses to step down (unless he really pisses off his soldiers, who may very well overthrow them).
Some people think that by simply throwing money at the problem, it'll go away. Unfortunately, if any money is given, once again, it's often mis-used, and usually it doesn't work too well, unless all the people are willing to participate and comply with what happens (again, this isn't likely due to reasons I listed above).
And the unfortunate victims of these things are often the regular people, who have nothing to do with that stuff, but are often thrown into the fray by one side or the other.

Finish the circus with independence, restore colonial system, forcibly eradicate corruption, apply most efficient measures to restrict birth rate... and to do it as soon as possible to prevent epidemics, famine and genocide.
