u can distinguish it by dissecting it, if it has an ovary hten its a feamle, if it has a testes then its a male
some frogs are also hermaphrodites, the shift gender when the need arises

The following points are helpful in distinguishing the genders in frogs.
1) Vocal sacs-: This is the most important point to distinguish them.
The male frogs always have vocal sacs( two) on the lower jaw at its base near the fore limbs.
These are used to make croaking sound and announce their presence to the prospective 'brides' during the breeding season. When not in use , they are like deflated balloons , But during croaking they are filled with air and become very large like inflated balloons. So in either case they are easy to notice.
Female frogs never show vocal sacs.
2) Nuptial pads :- The male frogs display thick swelling at the base of the thumb on the fore limb. This is called 'Nuptial pad' . During the process of mating these pads are used to have a firm hold on the female.
3) Colour :- The male frogs acquire distinct Yellow colour during the mating season.
All the above points are helpful.But the first is clear cut.
I do not understand how this question is in botany section instead of biology/zoology?

The male frog can usually be found sitting on the couch, watching the history channel and laughing at his own flatulence while the female is out with her gal pals talking about what Mr. Bigg did last night on "Sex in the Swamp."

When you dissect them the female frog has eggs inside of its body. Form outside its hard to tell apart but if you ask you local pet store the can probably help you too.
