Security breaches happen in all levels of govt. All you can do is practice opsec and infosec and inform your people that their work on their business laptops, pdas, etc. need to have security measures on them that do not allow unauthorized access. Also, no classified material (from FOUO to TS-SCI) should be on a personal computer (technology) anyway.
The VA needs more money to be able to effectively and efficiently carry out its duties. I do not blame the VA, of course I am a veteran.

The individual who was doing his office work at home should be given more time to do the work at the office or some more help. That he is not allowed to get paid for doing homework is a crime. And its quite possible that because he was so overworked that he didn't secure his home better than he did, That he was a victim.
