Cornstarch is just the pure starch, used as a thickening agent. (It's different from using wheat flour as a thickener because it comes out translucent rather than white.) Corn flour is the corn meal ground to a flour and includes proteins and fiber. It's used to make tortillas, cornbread, etc.

Corn flour is for baking, breading etc.
