Brazil has a 30 day process. There are no fees to take adopt the child out of the country, the parents are only required to stay in the country for 30 days for a "investigation"
The family fills out paper work and the country determines suitability I believe. I visited Brazil in 2004 and I talked with a judge at an orphanage then. It was very encouraging and I am considering adoption in Brazil.
