Both are the same, depending on where you live people will say vicious circle or vicious cycle more. From what I know most people say vicious circle though.

It is vicious circle fer sher becaws i no mi englush reely wel.I have never heard vicious 'cycle', except when some doofus was trying to pretend he was smarter than the average doofus, it is 'circle'.
