if there are bumps and they feel sort of firm to the touch and they are on your actual testicle, then you should definitely get them looked at.
keep in mind that there is some tubing and such down there, so just because you feel something doesn't mean that it's anything to be worried about.
but if you're concerned enough to ask the question, you should get it looked at. testicular cancer is nothing to take lightly.

I assume you are feeling little bumps inside the sac and not seeing or feeling them on the skin. On the skin could be anything from pimple to molluscum to chigger bites.
What you are feeling under the skin is most likely your epididymous. This feels like a firm tangle of worms or what you might be calling bumps. These are perfectly natural structures that carry the sperm part of the way from the testicle to the prostate and eventually out of the body.
You should examine your testicles and become familiar with what is normal and monitor changes. You may not know that from 15 to 35 the most common cancer is testicular cancer. Self exam is a good way to catch it early.
If you don't think this is what you are feeling, I'd make a doctor's appointment to be checked out. Found early, testicular cancer is very curable, but late it can be a killer.
Any change in the skin, a mole of lesion or a mass you can't explain should be checked out by a doctor. A doctor can also explain what you are feeling, what's normal and what's not.
If something is new in that area, you need to have it professionally checked.

Each testicle has one bump on it where it connects to the epydidimus which conntect to the tubes. Probably nothing to wrry about but a physical exam could tell you more.

could possibly be genital herpes. do the bumps tend to come and go? unfortunatelly, i don't think there's a cure for this, only daily treatment taken orally to avoid outbreaks,
