we found her a mate about 2 years ago but she is always scared when people are around her. any tips on her laying eggs?

It can be difficult to get one pair of budgies to breed, they are flock birds and I( find that they breed more readily if there is more than one pair in a flight. If they are in paired cages make sure they can see other pairs happy and settled.
Always provide breding boxes and also more boxes than pairs so that there is allways spare boxes if arguments start.

Have you set up a nest box? a hen will not be interested in breeding unless she has a place she feels is a safe nesting site. Even if she is bonded to another.

And as the others have said are you sure you have a male and a female? How old is your hen now? a max of three years is when they should breed.

I breed parakeets, I have an albino right now with chicks. The father is a lutino. Does the female have a tan cere get a dark brown cere (nose) on a regular cycle? or is it pink or pinkish. If it is tan and gets dark regularly then it's a female if it's pink its a male. Normal colored males have blue ceres. Total years how old is it? feel free to contact me for more detail and ways to encourage her to breed.

Are you even sure its a female? It might actually be a male. I had a female cockatail and she would lay eggs without a male. Of course they wouldn't hatch though.
