Jesus was referring to the disciple He loved aka John.
If you look at the context Peter was concerned for too much about future events Jesus was pointing out that he should be more concerned about serving Him lets look at the amplified version John 21:20-23 But Peter turned and saw the disciple whom Jesus loved, following--the one who also had leaned back on His breast at the supper and had said, Lord, who is it that is going to betray You?
When Peter saw him, he said to Jesus, Lord, what about this man?Jesus said to him, If I want him to stay (survive, live) until I come, what is that to you? [What concern is it of yours?] You follow Me!So word went out among the brethren that this disciple was not going to die; yet Jesus did not say to him that he was not going to die, but, If I want him to stay (survive, live) till I come, what is that to you?

There is no John 22. The Book of John ends on John 21:25 (NIV) unless your religion added up again another verse and from where they got it.....that's questionable.

I = Jesus
him = John
you = the other disciple(s) who asked Jesus the question.
Jesus is saying that it is in Jesus' power to have John live until Jesus returns (if Jesus were to choose to cause this to happen)... And if Jesus were to choose to do so, who are the other disciples to question him on this...
However this is NOT a promise that Jesus would actually do this.

Prior to Jesus’ manifesting himself to the disciples at the Sea of Galilee (Tiberias), energetic Peter had announced he was going fishing, and the others joined him. When John later recognized Jesus on the beach, Peter impulsively swam ashore, leaving the others to bring the boat in, and when Jesus subsequently requested fish, Peter responded by drawing the net in to shore. (Joh 21:1-13) It was on this occasion that Jesus three times questioned Peter (who had three times denied his Lord) as to his love for him, giving Peter the commission to ‘shepherd his sheep.’ Jesus also foretold the manner of Peter’s death, causing Peter, on catching sight of the apostle John, to ask: “Lord, what will this man do?” Once more Jesus corrected Peter’s viewpoint, stressing the need to ‘be his follower’ without concern for what others might do.—Joh 21:15-22.

Joh 21:19 (This he said to show by what kind of death he was to glorify God.) And after saying this he said to him, "Follow me."
When Jesus was talking to Peter he basically said he had to die for him and then Peter asked what would happen to John and Jesus said:
Joh 21:22 Jesus said to him, "If it is my will that he remain until I come, what is that to you? You follow me!"
That is all.
